The Scoring Formula
Reach: How many users will this affect in a given quarter?
Impact: How much will this contribute to our key goals? (Massive = 3x, High = 2x, Medium = 1x).
Confidence: How sure are we about our estimates? (100% = High, 50% = Low/Risky).
Effort: How many "person-months" will it take to design and build?
